Overview

When performance management isn't enough. Practical strategies for law enforcement supervisors dealing with resistant, disengaged personnel

Law enforcement supervisors today operate in one of the most scrutinized, understaffed, and high-pressure environments in public service. Most have learned how to manage performance, conduct evaluations, and apply discipline. What many were never taught is what to do when the employee pushes back, checks out, plays games, or actively works against the team.

Managing Problem Employees goes beyond the evaluation process and the policy manual. This course focuses on the difficult human dynamics that make supervision hard: understanding why problem employees behave the way they do, recognizing how their behavior affects everyone around them, and developing the confidence and strategy to address it directly without losing your professionalism or your team in the process.

Taught by Sgt. Jacqueline Lee Hearon, a 30-year law enforcement veteran with extensive supervisory and leadership training experience, this course gives supervisors the tools to handle the situations that no checklist fully prepares you for.

What You Will Learn

  • Why problem employees behave the way they do and what motivates their behavior in a law enforcement environment
  • How to recognize the patterns and dynamics problem employees use and why supervisors often lose ground without realizing it
  • How negative behavior spreads through a team and how to stop it before it becomes a culture problem
  • How to have the direct, private supervisory conversation most supervisors avoid and how to stay professional when it gets personal
  • How to focus on behaviors rather than personalities and document in a way that protects you and the agency
  • How to turn around the marginal performer and re-engage the employee who has checked out
  • How to leverage employee strengths as part of a corrective strategy rather than simply managing deficiencies
  • How to apply Herzberg's Two-Factor Theory to understand what actually motivates law enforcement personnel
  • How to maintain team morale and your own effectiveness while managing a difficult personnel situation
  • Scenario-based leadership discussions drawn from real supervisory situations with strategies your team can apply immediately

Who Should Attend This training is designed for sworn law enforcement supervisors who are currently dealing with a difficult employee situation or want to be better prepared when one arises. It is especially valuable for supervisors who have completed foundational leadership or evaluation training and are ready to go deeper on the personnel dynamics that formal training rarely covers fully. Command staff looking to strengthen supervisory culture and reduce personnel-related liability will also benefit directly.

Your Instructor Sergeant Jacqueline Lee Hearon has more than 30 years of law enforcement experience, including 24 years with the Brevard County Sheriff's Office, where she currently supervises the Economic Crime Task Force and Fraud Unit and leads a multi-agency investigative team. She has served in Community Policing, Patrol, and investigative assignments, spending over 11 years specializing in fraud investigations before promoting to Sergeant. Sgt. Hearon previously instructed Leadership, Criminal Investigations, and Crime Scene at Brevard Community College Police Academy and holds a B.S. in Organizational Management with a minor in Emergency Management. She holds CFE, CFCI, and CAMS certifications and brings the kind of frontline supervisory experience that makes every strategy in this course immediately applicable.
